How to Obtain a UEI (Unique Entity Identifier)
& Working with a City Entity

Many of Edinburg Cultural Arts programs (including SaludArte and One Nation One Project) are supported by federal funding (ARPA, NEA, etc.) require certain documentation from contracted partners. Beginning in April 2022, the federal government transitioned from the use of a Data Universal Numbering System (DUNS) Number to a new Unique Entity Identifier (UEI) through the SAM.gov system as the primary identifier.

The SAM UEI is issued at no cost through the federal System for Award Management website (SAM.gov). A SAM UEI is required of any contracted artist or creative business that is paid using federal funding. Here is a sample UEI report that you might be asked to submit.

Additionally, you may be asked to submit submit an “Assurance of Compliance With Civil Rights” document and a “Federal Register 2 CFR Part 200-Appendix II.”

Working with a City Entity

Working with the City of Edinburg often requires a contract. Many agreements with artists and vendors require a detailed scope of work, liability and media releases, shared use and intellectual property rights releases, and payment details. Contracts combine all of these documents into one. If you ever have questions about the process, never hesitate to ask.

Before a contract can be approved, you may be asked to submit a W9, which will list your legal name and current mailing address (this is the address to which payment will be mailed!)

Keep in mind that the City of Edinburg is tax exempt, which means we may not be charged sales tax. We will issue a tax exempt certificate for each vendor we use, based on the W9 submitted.
